Meeting between Minister Adrian Oros and H.E. Adrian Zuckerman, Ambassador of the United States of America in Bucharest
On the 24 of August, 2020, Minister of Agriculture and Rural Development Adrian Oros received H.E. Adrian Zuckerman, U.S. Ambassador to Bucharest at the headquarters of the Ministry of Agriculture and Rural Development. The Minister was accompanied by Deputy Minister George Scarlat, as well as experts from the Directorate-General for European Affairs and International Relations.
The main topics on the working agenda were focused on the transfer of U.S. agricultural technologies and good practices with a special emphasis on biotechnology and irrigation infrastructure, increase the volume of export-import between the two states and strengthen the economic dimension of the Romanian – American Strategic Partnership.
In the opening of the talks, Minister Adrian Oros highlighted that our country and the Ministry of Agriculture in its field of activity must take advantage of the unique opportunity to access external funds from the European Union within the National Plan for resilience and economic recovery. In this context, Minister Oros specified that the Ministry is in the process of substantiating the project on the need for investment in the development and rehabilitation of irrigation infrastructure and water management, in order to ensure the food security of our country. The investment plan related to this project is based on the need to increase the irrigable areas of our country, to rehabilitate the entire irrigation and drainage infrastructure, as well as the infrastructure to combat soil erosion.
Adrian Oros welcomed the exchanges of beneficial opinions on pilot projects that took place with some American companies that offer solutions in the field of water management. During the meeting, the need to conclude a memorandum of cooperation in the land reclamation field between the two states was discussed, and Minister Oros expressed his hope in this regard that the necessary steps will be completed in a short time. Regarding technology transfer and good practices, H.E. Adrian Zuckerman conveyed the openness of his country to share with Romania know-how and technologies for the agricultural sector, especially regarding irrigation infrastructure’s development and plant improvement.
Regarding the export of agri-food products from Romania to the United States of America, the U.S. Embassy representatives expressed their support to facilitate trade between the two states, by providing Romanian companies interested in exports to the United States with the information related to trade shows and exhibitions and convey these requests to the commercial offices of the Romanian Embassy on U.S. territory. Minister Adrian Oros mentioned the opportunity of the American market to become open for Romanian premium quality products such as honey, organic products, wines. In turn, the US Ambassador conveyed the need of the Romanian products to be able to benefit from a better promotion in order to have an increased access to the foreign market. In this regard to strengthen the cooperation in agri-food trade, both officials agreed to join efforts to develop the economic component of the strategic partnership between the United States of America and Romania.
Other topics discussed referred to supporting U.S. investments in the agribusiness sector on the Romanian market, consolidating opportunities for business exchanges in official meetings, workshops and conferences, including the Indagra exhibition and AMCHAM events.
Regarding the scientific and academic collaboration between Romania and the United States of America, approaches were made regarding collaboration proposals between the U.S. agricultural and veterinary academic institutions and Romanian universities.
Minister Adrian Oros stated that the Ministry encourages and supports education and research in agriculture, as well as the development of advanced agricultural expertise and research services in Romanian universities with American agro-industry research technologies.
At the end of the talks, Minister Oros expressed his hope that a viable partnership can be built for the benefit of both states together, through a constructive and fruitful dialogue.
Conference of the Directors of the EU Paying Agencies
The Ministry of Agriculture and Rural Development informs that The Paying and Intervention Agency for Agriculture is organising in Bucharest, between 15th and 17th of May 2019, together with the Rural Investments Financing Agency, the 45th Conference of the Directors of the EU Paying Agencies in the context of Romania's presidency at the Council of the European Union.
The Conference of the Directors of Paying Agencies in the European Union is an informal event, held twice a year under the rotating presidency of the Council, dedicated first of all to the directors of the paying agencies of all EU Member States and candidate countries, with the participation of representatives of European key institutions, such as the European Commission and the European Court of Auditors.
The event is the ideal platform for strengthening dialogue and cooperation among EU paying agencies in order to improve the processes and outcomes of the implementation of the Common Agricultural Policy (CAP).
The conference in Bucharest aims to facilitate the exchange of experiences, good practices and lessons learned among paying agencies in order to identify the common challenges they face in the current programming period, as well as possible common solutions.
At the same time, the conference aims to address the prospects and challenges underlying the transition from the current to the future CAP post 2020 and will include presentations, debates and contributions from all actors involved in the design and implementation of the CAP (Paying Agencies, European Commission, European Court of Auditors).
Chiefs Officers on Plant Health reunited in Craiova City
Between 6 and 8 May, the city of Craiova, as well as Segarcea and Cezieni localities, were the hosts of the Chiefs Officers on Plant Health informal meeting (COPHs) organized by the Ministry of Agriculture and Rural Development, through the National Phytosanitary Authority.
The Agenda of the meeting covered important topics for the European phytosanitary sector such as the International Plant Health Year 2020, the report of the 14th meeting of the Commission for Phytosanitary Measures held in Rome in April or the tertiary legislation stage for the implementation of the Plant Health Regulation (EU) no. 2031/2016 and the Official Controls (EU) Regulations no. 625/2017.
Daniel Dumitru Botănoiu, Secretary of State at the Ministry of Agriculture and Rural Development, had the opening speech of this meeting and emphasized for the delegations that it is important to strengthen the administrative capacity of the competent national authorities to implement the two European Regulations that are part of the package entitled "Smarter rules for safer food".
The Secretary of State also stressed that 2020, the International Year of Plant Health, is a very important year for this sector in terms of activities which will take place in order to raise awareness of the importance of plant health. ”If we will achieve the proposed objectives discussed this year, we can simultaneously ensure safer food, a healthier environment and better human health”, added Daniel Botănoiu.
Two field visits were organized according to the working program. The first visit took place in Segarcea, Dolj County, and allowed delegations to observe the conversion of grape juice into wine by fermentation at the "Domeniul Coroanei" vineyard and to visit the wine collections in which are kept very old wines, even from the monarchy period.
In the Cezieni locality in Olt County, the dendrological and forestry nursery "Elias Bondrea", where the second visit was organized, there were highlighted the programs for the monitoring of plant pests and the inspection procedure with a view to issuing a phytosanitary passport to the plant species regulated under the legislation.
This meeting was part of the meetings scheduled to take place during Romania's Presidency of the Council of the European Union in the first semester of 2019.
MARD attends the "Green Week 2019” exhibition in Berlin
Between 18 to 27 January 2019, the "Green Week 2019" (Grüne Woche) exhibition will be held in Berlin, Germany. Yearly, the Ministry of Agriculture and Rural Development (MARD) attends this exhibition with an information desk on the policies applied in the field of agriculture and rural development, where MARD experts promote Romanian agri-food products recognized at national and European level.
"In the context of Romania's Presidency of the EU Council, in the first semester of 2019, we want this year's edition of the ”Green Week 2019” International Exhibition to undertake substantial actions meant to increase the visibility of the potential of the Romanian agri-food sector by promoting policies and strategies on agriculture and rural development and agri-food products as a result of the implementation of European and national legislation", states Petre DAEA, Minister of Agriculture and Rural Development.
Romania will be present with a desk of 335 sqm, in a unitary concept - public institutions and private environment, out of which the Ministry of Agriculture and Rural Development will be assigned 60 sqm. This way of organizing and participating alongside the private sector, with a total area of 335 square meters, ensures the needed visibility and organization of high-level meetings at the Romanian desk, with a quality corresponding to the stage we are in.
During the exhibition, minister Petre DAEA will have several meetings with his counterparts to discuss Romania's priorities during the Presidency of the EU Council.
Thus, the minister Daea will meet the minister of Environment and Agriculture of the Land of Saxony, will be present to a working lunch with the agriculture ministers of Finland and Croatia, and after attending the Agriculture Ministers' Conference ("Agriculture becomes Digital - Smart Solutions for the Future Agriculture), minister Daea will discuss with his French counterpart, Didier Guillaume.
The "Green Week 2019" exhibition is both a business platform and a festival of gastronomic and folkloric traditions with a wide range of media coverage across Europe and the world. More than 400,000 visitors have passed the threshold of the exhibition in 2018.

Minister Petre Daea attended two working meetings in Austria and Germany
Petre Daea, Minister of Agriculture and Rural Development, attended two working meetings between 27th -29th of June: the first meeting took place in Austria with Mrs. Elisabeth Kostinger, Federal Minister for Sustainability and Tourism, in the presence of His Excellency Bogdan Mazuru, Ambassador of Romania in Austria, and the second meeting was held in Germany with Mrs. Julia Klöckner, Federal Minister for Food and Agriculture, together with His Excellency Emil Hurezeanu, Romania's extraordinary and plenipotentiary ambassador to Germany.
In order to provide an efficient transition between the presidencies, minister Petre Daea went to Austria where he had a dialogue with his Austrian counterpart to discuss the specific aspects of the negotiations on the files in the field of expertise. Austria aims to advance discussions on financial allocations for the Common Agricultural Policy, one of the objectives being to maintain at EU level a multifunctional agriculture, alongside the promotion and preservation of rural areas, focusing on the most disadvantaged regions, such as mountain areas. The Austrian Presidency will make every effort to advance file on unfair commercial practices in the field of agriculture, and there are chances that it will be completed by the Romanian Presidency. In the same way as Romania, Austria believes that the CAP must have a budget at least at the current level. For Romania, it is particularly important that the new Common Agricultural Policy maintains the structure of the two pillars, that there is flexibility between them and that the administrative burden for farmers is reduced to meet food security objectives.
Also during this visit was discussed the possibility for Romanian experts to participate alongside Austrian experts at EU Council Working Group meetings in order to gain experience and manage and easily take over the files.
During the meeting in Berlin with Mrs. Julia Klöckner, Federal Minister for Food and Agriculture, there were approached topics related to the priorities of the Romanian Presidency of the EU Council, the identification of common points of interest that Germany could support and the organization of actions during the International Green Week Exhibition 2019 (January 18th -27th ,2019), in order to increase the international visibility of Romania.
In this sense, Federal Minister for Agriculture Julia Klöckner stated:
"I am very glad that I received my Romanian counterpart. We are working closely, with confidence, he will take over the EU Presidency next year for six months. It is important to know the situation of agriculture in our partner countries in the EU. We want to identify common points in our positions and collaborate in order to reach a unitary concept for future agrarian policy. Good relations and dialogue with European partners are mandatory. These are the premise to strengthen unity in Europe - that is why I will further intensify the trust-based collaboration with Romania. "
Klöckner explained that European farmers need to overcome a series of challenges. Therefore, a common, updated and non-bureaucratic agrarian policy will have to create in the future sustainable conditions for our farmers.
In turn, Minister Petre Daea stated that "we have a common interest - to connect to strong targets. We are glad to share the same point of view with Germany, because Romania also does not support capping payments towards farmers, a key issue which is essential for PAC and Romanian agriculture as well. At the same time, we are honored by Germany’s invitation to organize together the GLOBAL FORUM FOR FOOD AND AGRICULTURE next year, in the context in which Romania will hold the Presidency of the EU Council in 2019 ".
Visit to Romania of the Croatian Minister of Agriculture
At the invitation of the Minister of Agriculture and Rural Development Petre DAEA, between 2nd-3rd of May 2018, Croatian Agriculture Minister, Tomislav TOLUŠIĆ, is conducting a working visit to Romania. The Croatian delegation is composed of the State Secretary Marija VUCKOVIC and General Director of the Paying Agency for Agriculture, Fisheries and Rural Development, Matilda COPIC.
The schedule of the Croatian delegation will include on-site visits, as well as discussions with Romanian officials at the premises of the Ministry of Agriculture and Rural Development. The meeting will be attended by the Minister Petre Daea, together with the State Secretaries, the Directors of the Specialized Directorates of MARD, as well as the General Managers of the Rural Investment Financing Agency and the Payment and Intervention Agency for Agriculture.
The topics to be debated on May 3rd 2018 at the MARD premises address the perspective of the Trio of the EU's rotating presidency on possible objectives of common interest, the Common Agricultural Policy after 2020, the development of bilateral cooperation relations to exploit the existing potential at the level of the two countries.
Minister Petre Daea attended the meeting of the AGRIFISH Council of Ministers in Luxembourg
Petre Daea, Minister of Agriculture and Rural Development, attended the meeting of the AGRIFISH Council of Ministers in Luxembourg on 16th April 2018.
Among the most important topics on the Council's agenda are: unfair trade practices in the food supply chain, food waste, management plan for fisheries in Western waters.
The Council took note of the report by the Commission of a draft directive on unfair commercial practices in the food supply chain. The final adoption by Parliament is preceded by a series of working steps, such as:
- detailed presentation within the meetings of the Special Committee on Agriculture (23rd and 30th April 2018)
- the discussion in the Council, within experts working groups (23rd May 2018)
- submitting a progress report to the Special Committee on Agriculture (June 2018)
- Austria's presidency will continue to work in experts’ groups (July 2018)
- during the Romanian presidency, the possibility of concluding the negotiations and the adoption of the Directive is estimated.
According to the draft directive, unfair commercial practices that are to be banned are:
- late payments for perishable food;
- last-minute order cancellations;
- unilateral or retroactive changes to contracts;
- forcing the supplier to pay for lost or unsold products.
Referring to the EU Directive on Unfair Commercial Practices in the Food Supply Chain, Minister Petre Daea stated: "The extent of the phenomenon and its area of expression requires legal clarification for all market actors, not only for SMEs, which are just a part of the food chain and we shouldn’t let weak links, and I once again quote Commissioner Hogan, "the strength of a chain is given by the weakest link!" It should not be that! Summing-up, we applaud the approach, effectively support the proposed measures and will contribute to their improvement. "
Ministers exchanged views on ways to reduce food waste in the EU and analyzed the progress made in implementing conclusions on loss and food waste in the Council conclusions of June 2016.
On the topic of food waste, Minister Petre Daea specified that this issue is complex and requires commitment and determination in identifying the most effective solutions.
At national level, today, 17th April c.y, the members of the subcommittee established within the Agriculture Committee of the Chamber of Deputies presented their views on the draft amendment to the Law no. 217/2016 on food waste and amendments in Parliament. It was agreed that participants would submit the discussed comments in writing, with a new subcommittee meeting to be held on April 23rd -27th, in which all articles would be analyzed. The final vote in the Agriculture Commission will take place during the week April 30th - May 4th 2018.
The call for Expressions of Interest was published to select financial intermediaries
On Friday, March 16th 2018, the European Investment Fund (EIF) published the Call for Expressions of Interest to select financial intermediaries which will provide financing to Romanian farmers under the Risk Sharing Loan financial instrument foreseen in the National Rural Development Programme. Launch of the Call was made following the signing of a funding agreement with the Ministry of Agriculture and Rural Development and the Agency for Rural Investment Financing, at the end of November 2017.
The budget assigned to this instrument through the National Rural Development Programme is amounting 93.87 million Euro from the European Agricultural Fund for Rural Development and from the national budget for financing investments under sub-measures 4.1 and 4.1a - Support for investments in agricultural holdings and fruit-growing holdings, 4.2 and 4.2a - Support for investments in processing / marketing of agricultural and fruit-growing products, 6.4 - Support for investments in creation and development of non-agricultural activities and Leader projects targeting similar investments.
In line with the objectives of the Romanian Government, this financial instrument will support investments and capital expenditures of small farms, young farmers or farmers in the mountain area, as well as other enterprises active in agriculture or non-agricultural activities rural space. Also, to facilitate the implementation of the National Rural Development Programme, beneficiaries may have access to loans for private co-financing of projects acquired with the Agency for Rural Investment Financing under investment measures for agriculture, processing or non-agricultural activities in rural areas.
